The town centre masterplan for Grimsby moved a step closer on 17 May 2010 as the council commissioned private sector companies to drive forward three major projects. Funded by Yorkshire Forward, NELC has appointed a consultant team led by EC Harris to oversee the Station Approach and Riverhead Square projects, while URBED (Urbanism, Environment and Design), will take forward the St James' Square project. EC Harris and their design partners will provide a detailed and costed layout for a new public space in the station forecourt area, to improve access to the rest of the town centre and provide a high quality arrival and departure point for the town. For the Riverhead Square project they will provide concept designs with costings for proposed re-modelling of the existing public space to provide a high quality 'civic heart' for the town centre, while also considering future uses for the new space for events and festivals.

The overall aim of URBED's project is to improve the look and feel of St James’ Square, provide the church with a suitable setting and create additional activity which is sensitive to this particular location. This piece of work will provide options for a remodelled or new St James House facility which could potentially include a mix of uses like office, retail, cultural space and a quality café or restaurant. It will also include concept designs for the public areas to enhance the existing green space.
