On 18 August 2010, The London Development Agency announced that it has shortlisted four potential development partners for its plans to build over 600 new homes to high environmental standards next to Gallions Reach DLR station in the Albert Basin. The four are Gladedale and Zero C, Swan Housing Association, the Notting Hill Housing Trust, and Kier. They will all now be invited to develop detailed proposals to create a vibrant mixed use scheme. The Royal Docks is emerging as London's top regeneration priority for the next 25 years. The London Development Agency and its partner the London Borough of Newham want to realise the full potential of the area, which is already home to the University of East London, the ExCeL exhibition centre and City Airport.

London Development Agency Deputy Chief Executive Peter Bishop said: "We are delighted to get a good range of potential partners for this exciting project to create a new sustainable community in Gallions Quarter. We will now work with them to develop proposals for high quality homes and build a lasting legacy in the Albert Basin."

Councillor Conor McAuley, Newham Council's executive member for regeneration and strategic planning said: "It's about time that The Royal Docks fulfilled its potential. This terrific waterfront location is an ideal incubator for new homes, employment and community facilities. Transport links are second to none and we're looking for innovative building designs coupled with a clever use of open spaces. This is a development opportunity not to be missed."

The LDA announced its intention to seek partners on sites across east London at the international property fair MIPIM in March - a move that demonstrated the LDA's confidence in the residential market in London. The LDA wants to capitalise on the transformation of east London, sparked by the London 2012 Olympic and Paralympic Games. The selection process will be supported by the Climate Positive Development Program, a project of the Clinton Climate Initiative and the US Green Building Council that aims to reduce carbon emissions from new buildings.
